It was removed due to a low score. Unlike YouTube, Newgrounds has a score system on movies and games where submissions with low enough scores are removed. If you re-upload it with no changes, it will most likely be removed again and you won't be able to post any more animations.

@CalamityGanon and @Reganati, you both made good explanations in your respective responses, and I'm glad to see you reaching up to help this user. However, allow me to make clear a couple of things that you have seem to add here without knowing that they're actually wrong:
1. @Reganati, while it's true that reuploading blammed content is against the Content Guidelines, making a few (**noticeable**) changes to it will give it the permission to try passing through the Under Judgment process again.
And 2. @CalamityGanon, that "you won't be able to post any more animations" part is an overstatement. Breaking the Content Guidelines doesn't lead to a permanent ban from the Portal (not even after several times, though it sure gets you sanctioned in other ways). If two of your latest animations end up blammed over the last 30 days, you get a (theoretical) 10-15 days-length ban.
That's all I wanted to stand out, sorry for the inconvenience.

@Gekkotsuki That was a misunderstanding on my part then. Back when I started on Newgrounds, I saw an animation that got blammed and reuploaded with a different thumbnail, that was then removed and the user was gone too. I just assumed that banned your account but it might've had copyright music or he just deleted his account. Thanks for the clarification!

It got blammed, which means it didn't have a high enough score to stay on the portal
They also don't like it when you reupload things that got blammed, so I think I'd be best to just give it a rest.
